IMO each s6-svscan should have one user or group allowed to manage its
services.
If you want to have user services tied into the system supervision tree
than start dedicated s6-svscan for your user
and setup its own s6-rc on top of that. The tools can do it, but having
to specify the paths with every invocation will be tedious.
