[PATCH execline] Fix CC variable in cross compile environment

This patch fixes execline, but other softwares like s6 should
be fixed as well.

With commit fc7958ecb1c4d5b06521e1ca42f0b48b514e27e1,
Makefile uses CC instead of $(CROSS_COMPILE)$(CC),
So CC shouldn't strip cross prefix when configure.
